Volgens de eigen website is hij oprichter en president van het Carnicom Institute. Op de About-pagina van het instituut staat dat hij cum laude een Bachelor of Science haalde in Surveying and Photogrammetry aan California State University Fresno. Dezelfde pagina noemt twee jaar graduate studie in wiskunde, statistiek, informatica en geodesie onder het Amerikaanse ministerie van Defensie, plus werk bij Defensie, het Bureau of Land Management en de Forest Service. Volgens de eigen website had hij een Top Secret/SCI-clearance (SCI is Sensitive Compartmented Information, een extra schil boven topgeheim) en kreeg hij prijzen bij de Defense Mapping Agency en het ministerie van Defensie. Een diploma, personeelsdossier of clearance-register is niet ingezien.
Het instituut schrijft dat het op 13 november 2008 een nonprofit in New Mexico werd, in maart 2009 toestemming van de procureur-generaal kreeg, in augustus 2011 501(c)(3)-status ontving en in 2013 naar Wallace in Idaho verhuisde. ProPublica toont het instituut als 501(c)(3) met 990-N-kaarten van 2010 tot 2025. 990-N is de korte kaart van de IRS (Internal Revenue Service, de Amerikaanse belastingdienst) voor kleine nonprofits, met ontvangsten onder 50.000 dollar. Het doel is volgens de missie wetenschappelijk, educatief, milieukundig en gezondheidsonderzoek voor het algemeen welzijn, met nadruk op de gevolgen van geo-engineering en bio-engineering.
Sinds 1999 publiceert Carnicom eigen labwerk over atmosferische filamenten. Hij gebruikt lichtmicroscoop, chemische tests, later scanning-elektronenmicroscopie, ICP-MS (inductively coupled plasma mass spectrometry, een meting van metalen in een monster), de Bradford-eiwittest, infrarood en Raman. In 2014 noemt hij een sub-micron organisme cross-domain bacteria, afgekort CDB. In 2017 koppelt hij eiwithandtekeningen van CDB, HEPA-luchtfilters (High Efficiency Particulate Arrestance, een fijnstoffilter) en regen. Zijn werk verschijnt op de eigen website, niet in peer-reviewed tijdschriften.
Catherine Austin Fitts liet hem in mei en juni 2010 debuteren bij The Solari Report. In 2024 sprak Elze van Hamelen hem opnieuw voor Solari. Carnicom bedankt hen in 2026. Solari noemt het instituut hun vaste bron over geo-engineering en bio-engineering.
De officiële tegenstem bij zijn Morgellons-lijn is de studie van de CDC (Centers for Disease Control and Prevention, de Amerikaanse dienst voor ziektebestrijding) in PLOS ONE van 25 januari 2012. Die vond geen infectiebron. De vezels uit de huid waren vooral cellulose, waarschijnlijk katoen.
