Extra regels gelden wanneer die systemen gegevens van Amerikaanse personen raken. De Amerikaanse privacywaakhond PCLOB maakte in februari 2024 het NSA-rapport over het zoeksysteem XKEYSCORE openbaar.

Het onderzoekslab van de Amerikaanse luchtmacht, AFRL (Air Force Research Laboratory), noemt het combineren van enorme hoeveelheden inlichtingen uit verkenning met openbare gegevens als doel. Dat is een onderzoeksdoel, geen werkend systeem[1].

AIM: AI amplificeert IC-workforce op all-source data

De ODNI AIM-strategie (DNI-voorwoord) stelt dat data-generatie en -collectie exponentieel groeien terwijl de IC-workforce die all-source, cross-domain data moet analyseren dat niet doet — AI, automation en augmentation moeten die workforce versterken voor missiecapaciteit en data-interpretatie aan besluitvormers.

The pace at which data are generated and collected is increasing exponentially—and the IC workforce available to analyze and interpret this all-source, cross-domain data is not. GCHQ beschrijft AI als versterking van menselijke besluitvorming: “augmented intelligence” (AuI)-systemen collateren bronnen en markeren significante data voor review door analisten — ondersteuning van de beslissing, geen automatische determinatie.

PCLOB’s 2023 Section 702-rapport (Recommendation 17) beveelt FBI aan methoden te verkennen voor secure automated review and machine learning als aanvulling op handmatige interne auditing van Section 702 compliance — oversight van AI/ML op FISA 702-collecties.
